            Significant changes have occurred in the last 15 years in the electric power industry under the guise of reducing the cost of electricity to customers.  Unfortunately, the industry focus has changed from the provision of service at a fair price to the maximization of immediate profits without consideration of the impact on those dependent on electricity for their well being, causing considerable harm to many people.  Examples are the increasing number of  blackouts and extended power problems from storms, interrupting electricity, water and sewage to millions.  Large unjustified cost increases to the ordinary consumers and industry have also occurred. 

Many changes in policy and practices have been made without adequate analyses of their effects.  Those implementing these policies have also failed to review their effects on the public. Some provided misleading and occasionally false information.  Adequate and honest information has not been provided to the public and to much of government.  The press and media lack the knowledge about  the complex technology involved to ask the needed questions.    

Concerns about the future electric power industry have been accentuated by procedures that have been adapted by the US and Canadian governments in the investigations of the recent blackout of August 14, 2003.  The procedures being conducted by the government are concerned with facilitating market forces, the root cause of the decline in electric service, rather than investigation of the steps needed to restore reliability service and minimize long term costs.  They are controlled by those with political and commercial interests.  They are being conducted “behind closed doors” with all those involved in the investigation being forced to sign confidentiality agreements.

Many who have spent their lives in the electric power industry are deeply concerned about these procedures and the need to provide fair and unbiased reviews of what has happened, the proposed remedial steps and their potential effects on all consumers.  The “Power Engineers Supporting Truth” is a group of nationally recognized engineers who have had high-level positions in the electric power industry but who no longer are constrained from speaking out by employment or financial ties. It is being formed to review, critique, and publicize comments on the forthcoming reports from the blackout investigations.  They will also perform this function with other reports on the electric utility industry having significant national impact.

Blackouts are occurring more and more frequently. Blackouts have also occurred within the past few months in Italy, Sweden, Denmark, England, etc.  The fundamental root causes for these blackouts usually are not understood and, if understood, are concealed. For this reason a number of experienced engineers and executives, all with extensive experience in power system operation, have decided to form  a new organization “Power Engineers Supporting Truth” through which the various reports by government and others will be carefully reviewed, audited and publicly commented on.  This group does not wish to be affiliated with or dependent on any industry segment, any political party, or any other organization having commercial interests.  For this reason the funding for this new activity is coming from politically and commercially unaffiliated organizations and individuals. 

Attached is a statement of the principles of the new proposed organization and its proposed activities.
